A buyer told me last spring she had narrowed her search to three Ellijay cabins, all listed within twelve thousand dollars of each other. One sat inside Coosawattee River Resort. One was a walk from the downtown square. One sat on four unincorporated acres off a gravel road. She wanted to know which was the better deal.
The honest answer had almost nothing to do with square footage or the view. It had to do with a septic permit and which government's rulebook applied on closing day.
Every portal will tell you Ellijay's median is somewhere between four hundred and five hundred thousand dollars. Zillow's home value index for Ellijay sat at $414,452 in the April 30, 2026 update, down 0.6% over the past year, with homes going to pending in about 58 days. Orchard's 30-day snapshot ran hotter, pegging the median sale at $480,000, up 10.3% year over year on 33 homes sold. Altos, reporting the week of July 28, 2026, put the Gilmer County median list price at $525,000 with a Market Action Index of 29.
None of those numbers tell you what you actually get for the money. This one does. In Ellijay, homes go under contract in roughly 37 days, about 28.8% of listings take a price cut, and at a median rent of $1,901 per month, the unlevered cap rate pencils to roughly 2.7%.
A 2.7% unlevered yield does not carry a cabin at these prices. That means the pro forma most buyers are running quietly assumes short-term rental income, not a twelve-month lease. And the moment short-term rental is the underwriting assumption, three separate rulebooks and a septic drawing become the most important documents in the file.
Coosawattee River Resort is the largest single submarket in Ellijay by cabin count, and the closest thing to a turnkey rental context. The resort spreads across 5,500 acres, and a six-mile stretch of river flows on-site before emptying into Carter's Lake.
The pricing sits almost exactly on the market's headline number. In a recent inventory pull, the resort had 13 single-family homes for sale with an average list price of $482,053 and 6 lots for sale averaging $47,249, HOA fees running from $15 to $171 per month, and an average annual property tax of $1,327.
The friction here is not the HOA line item. It is the internal road network. A repeated complaint from guests staying inside the gates is that the roads are extremely narrow with dangerous curves, and a 3.5-mile trip to the outdoor pool can take 30 minutes. For a rental owner, this matters in a specific way. Cabins closer to Fife Bridge and the river command different nightly rates than cabins tucked back near the recreation center, even at the same square footage. A buyer working from Zillow's map view will not see that gradient. The person walking the property will.
Coosawattee is also STR-friendly by precedent, which is why it dominates rental inventory in the Ellijay basin. You still need the county license described below. The HOA does not exempt anyone from that.
The second submarket is the small ring of homes and older cottages inside the City of Ellijay limits, mostly within a short walk of the square. This is where the price of a cabin buys something the resort cannot replicate: a front door within a few minutes' walk of the town's current food and drink scene.
Downtown has quietly matured. Ellijay Wood Fired Pizza serves pizza from an oven imported directly from Naples in the heart of downtown. Cartecay River Brewing Company operates a 10-barrel craft brewery with food and cocktails. The Roof, a new Southern rooftop kitchen and bar inspired by Appalachian culture, is coming to downtown Ellijay. La Catrina, Cantaberry, Back Porch Bistro, River Street Tavern, The Shack, and the Ellijay River House B&B all sit within a few blocks of one another.
The transaction complication is jurisdictional. Ellijay is split between the City of Ellijay inside city limits and unincorporated Gilmer County outside, and county rules apply outside the city while properties inside the city must also satisfy city requirements in addition to state requirements. East Ellijay properties must contact East Ellijay City Hall for local permit and license requirements. The City of Ellijay's Chapter 60 short-term rental code governs rentals inside the corporate limits.
Practically, this means a downtown cottage priced at the county median is running two license and tax cycles instead of one. That is not a dealbreaker. It is a line item in your pro forma that neither Zillow nor Redfin will surface.
The third submarket is the one most buyers underprice in their heads. Take the same $450,000 and buy a two- or three-bedroom cabin on unincorporated acreage toward Cherry Log, Cartecay, or the far edges of Gilmer County. More privacy, more land, no HOA. On paper the best deal.
Then read the ordinance.
The Gilmer County Short-Term Rental Ordinance took effect on July 1, 2025. All leniency ended December 31, 2025, and the ordinance began being fully enforced, including violations, complaint responses, and doing business without a license, on January 1, 2026. Here is the mechanic that resets the math on acreage cabins:
The standard rule is 2 people per bedroom plus 2 additional people. However, if the septic system is rated for 2 bedrooms, the county will cap you at 6 guests regardless of how many sleeping nooks you have.
Read that twice. The septic permit filed with the county, not the floor plan the listing agent hands you, determines your maximum rental occupancy. A four-bedroom cabin marketed to sleep ten converts, in the STR world, to a six-guest cabin if the septic was permitted for two bedrooms. Nightly rate follows headcount. So does annual revenue.
A few other Chapter 45 items that quietly move the numbers:
Layer on the land-side rules if the parcel needs any grading, a new drive, or a septic expansion. Section 70-39 of the Gilmer County Code requires a permit from the Department of Planning and Zoning before any land-disturbing activity is begun. The state-mandated 50-foot stream buffer under the Erosion and Sedimentation Act applies to disturbance near creeks. Read the table one more way. Three properties priced within a few thousand dollars can produce three different net operating incomes because three different documents cap the revenue side.
Ask for three specific documents during due diligence, in this order.
The septic permit. Pull it from the seller or from the Gilmer County Environmental Health file. If the recorded bedroom rating is lower than the listed bedroom count, price the cabin as a smaller rental, not the one in the marketing photos.
The current STR license and the last two months of Zero or actual tax filings. This confirms the property has been operating in compliance and shows the county's revenue history rather than a Zillow rent estimate. Renewal license applications for 2026 were due by December 31, 2025, and property owners without an active license on January 1, 2026 face fines as the ordinance allows.
For anything inside the City of Ellijay or East Ellijay, the city business license and permit. Two rulebooks, two renewal cycles.

Does the STR ordinance apply if I only rent the cabin for a few weekends a year? Yes. Even if you had no guests, you must log in and file a Zero Return, and failure to do so results in the same late fees applied to standard filings. The license is required for any advertised short-term rental, not a threshold volume.
If I buy in Coosawattee, does the HOA handle the county license for me? No. The county license is per dwelling unit and is not transferable, and the HOA regulates community rules separately from Chapter 45. You are responsible for the county application through the GovOS portal and any tax reporting.
How do I know whether my target parcel is in the city or the county? The address alone does not tell you. Ellijay mailing addresses include both jurisdictions. Confirm with the Gilmer County tax parcel record before you assume which permit stack applies. It changes the closing checklist.
Buying in Ellijay is only partly a question of what you like when you walk in the door. It is mostly a question of which rulebook governs the parcel and what the recorded documents allow.
